Council
I was elected within the very council in 5168, just a few months before the
beginning of the war. At that time, rivalry between the two empires was at its
height. All the diplomatic relations had been stopped and everybody was preparing
war. Some months later, the Inner-Outer war started and was in full swing. War
was at the beginnings and millions of lives had already been sacrificed to one
or the other empire. On each side, they could make proud of their battalion
feats, both in victories and defeats. But we all knew that fight would last
and its course would be unsure… All the people from both sides, all the savings,
all the systems of the galaxy were committed to the monstrous military action
and strove blindly for the glory of their respective Emperor…
At the dawn of the 52nd century, war had started more than 30 years ago, the
Scientifics developed a new technology capable of favoring an extraordinary
growth of the human species: galactic gates. They allowed to open a gate to
a galaxy placed somewhere in the universe. In a few weeks, we had pushed hyper-space
jumps in the confines of spatial prehistory. But we could not, and
we still can't, specify an arrival area nor a precise destination. We were proud
of our discovery but we were unable to use it for military purposes. So we had
to take advantage of this opportunity for economical, political and scientific
purposes. Acquiring virgin territories and new resources, could only be understood
as advantages in the ongoing war, and why not, be used as a refuge in the case
of an Outer victory. We decided to name this new galaxy Mankind, I think just
because we had put there all our hopes regarding defense and our civilization
conservation.
The procedure was delicate and doubts were many, so we had to urgently colonize
an unknown galaxy. The scientific council put forward several events: first,
the simply existence of alien life, whatever the form, could endanger the pioneer
lives and even the security of our galaxy through the gates;
secondly, any species flourishes and develops best when it is left to itself
because it must rely on its actions and anticipations and not its security or
potential return to a past event. We then decided that gates would be used for
humans only in one direction in order to protect ourselves and simply promote
colonization. For that, defense and security units were created
for the gates and security procedures were maximized.
The first people who went across the gate were teams of engineers, scientists
and workers. They built giant imperial bases around the very gates. All this
took a few months. These massive infrastructures were supposed
to be used as a home base for the first pioneers and above all for the resource
repatriation. Officially, these teams were the only entitled to come back in
our galaxy. Since then, Exin and Exor units have forbidden all returns.
In 5199, the grand council took advantage of media advertising after the "
Xios " battle in system v.305. They voted supplies and gave a spacecraft to
each new colonist setting off for the galaxy. Their mission: to survive, to
spread and to colonize. A huge propaganda filled with enthusiasm
thousands of volunteers and colonization of the Mankind galaxy began in 5200.
Today, war stagnation and consecutive economical and social slump, forces
us to follow a different expansionist policy. We decided to be more actively
engaged in the diplomatic and economical life of the new galaxy. To that purpose,
two of the Imperial Princes will be sent there. They are commissioned to federate
the new territory, to provide a viable and efficient economical follow-up. They
should receive the required logistical and human support from us. What we today
don't know is how the pioneers will react to the return of the imperial order
and its precepts after so many long years of isolation and total
anarchy…
